Position Summary:

Reports to the Vice President, Contract Administration. Responsible for the oversight, tracking, and reporting of center non-expendable property. Oversee and assist centers in identifying and acquiring excess government property. Develop, implement and oversee property policies and procedures. Develop and provide Corporate Contract Administration Manager(s) & staff training, technical assistance and participate in audits and assessments. Assist with other contract administration duties.

Essential Functions:

  1. Oversee, aid and/or provide staff training and/or technical assistance.
  2. Provide oversight for property control through effective planning, monitoring and staff training.
  3. Oversee, coordinate, monitor and report non-expendable activities with the national, regional and site property officers and regional vice presidents, center directors, center finance & administration directors.
  4. Insure center property records are accurately maintained and all required reporting is completed timely and appropriately.
  5. Oversee and participate on assessment teams for non-expendable property and any other areas as assigned; ensure that all findings are properly reported to the applicable personnel and addressed with management and/or customer.
  6. Oversee and conduct on-site desk audits and participate in transition activities as directed; recommend personnel and procedural changes based upon audit results.
  7. Identify center non-expendable property needs and assist in locating, screening, inspecting and acquiring excess government property.
  8. Review site 3-96’s prior to submission to appropriate office.
  9. Prepare or assist in preparing reports, analyses, and correspondence as required.
  10. Develop and oversee the development of new and revised policies and procedures affecting property programs.
  11. Oversee and assist in maintaining data systems.
  12. Prepare or assist in preparing reports, analyses, and correspondence as required.
  13. Assist in the gathering of data and preparation of financial/ cost proposals, subcontracting plans, scope changes, REAs, etc.
  14. Assist is the maintenance and review of contract files for contract values, funding and other contract clause compliance and accuracy; report discrepancies and recommend needed action(s).
  15. Identify and provide suggestions for improvements in property, proposals and contract administrative processes.
  16. Maintain working knowledge of applicable regulations impacting contract administration areas (i.e. PRH, FAR, SCA, etc.).
  17. Monitor Policy and Requirements Handbook (PRH), Federal Acquisition Regulation (FAR) and Service Contract Act (SCA) changes; research changes and problem areas and recommend modifications as necessary.
  18. Maintain positive customer and employee relations.
  19. Coordinate, obtain and report center property information and other information as assigned and needed.
  20. Complete and/or assist with other property and contract administration duties.
  21. Maintain accountability of property; adhere to safety practices.

It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

Bachelor’s degree in business administration, accounting, finance, property management or associated field and three years’ related experience. Must have strong analytical and organizational skills. Must be computer proficient and have excellent training abilities with excellent verbal and written communication skills. Must be willing and able to travel. Unless waived by management, valid driver’s license in the state of employment with an acceptable driving record.
